16 Therefore say, Thus saith the Lord GOD; Although I have cast them far off among the heathen, and although I have scattered them among the countries, yet will I be to them as a little sanctuary in the countries where they shall come.
17 Therefore say, Thus saith the Lord GOD; I will even gather you from the people, and assemble you out of the countries where ye have been scattered, and I will give you the land of Israel.
18 And they shall come thither, and they shall take away all the detestable things thereof and all the abominations thereof from thence.
19 And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh:
20 That they may walk in my statutes, and keep mine ordinances, and do them: and they shall be my people, and I will be their God.
21 But as for them whose heart walketh after the heart of their detestable things and their abominations, I will recompense their way upon their own heads, saith the Lord GOD.
Ezekiel 37:21-28 KJV
21 And say unto them, Thus saith the Lord GOD; Behold, I will take the children of Israel from among the heathen, whither they be gone, and will gather them on every side, and bring them into their own land:
22 And I will make them one nation in the land upon the mountains of Israel; and one king shall be king to them all: and they shall be no more two nations, neither shall they be divided into two kingdoms any more at all:
23 Neither shall they defile themselves any more with their idols, nor with their detestable things, nor with any of their transgressions: but I will save them out of all their dwellingplaces, wherein they have sinned, and will cleanse them: so shall they be my people, and I will be their God.
24 And David my servant shall be king over them; and they all shall have one shepherd: they shall also walk in my judgments, and observe my statutes, and do them.
25 And they shall dwell in the land that I have given unto Jacob my servant, wherein your fathers have dwelt; and they shall dwell therein, even they, and their children, and their children's children for ever: and my servant David shall be their prince for ever.
26 Moreover I will make a covenant of peace with them; it shall be an everlasting covenant with them: and I will place them, and multiply them, and will set my sanctuary in the midst of them for evermore.
27 My tabernacle also shall be with them: yea, I will be their God, and they shall be my people.
28 And the heathen shall know that I the LORD do sanctify Israel, when my sanctuary shall be in the midst of them for evermore.
The stony heart, the heart that receive not Christ nor the ways of God. It does not mean they can not live without ettiquette or discipline it only means that they have no connection to God in their life. We are all born with a stony heart that must be changed from the time we are born. No evidence in scripture of choice before birth, beside perhaps in the sons of Rebecca where two were wrestling and one was said one would serve the other. Esau had no heart for the things of God. The birthright of Esau came with heritage of faith of his grandfather Abraham. It does not mean that one heart can not be changed, or God can not show mercy. In John 3 we learn about being born again not of flesh but by the spirit, is there any proof or information concerning this in Old Testament prophesy? In the book Ezekiel it talks of God gathering the people back and writting the laws on the heart so they can obey him. Calling of the children of Israel back to the promise land. Their hearts are as stone toward him, and he changes them to hear the call of not only his voice, but to change their heart. Faith changes the believers heart of stone to desire to obey him.
What exactly am I talking about, When Israel gather back to Israel, they read prophesy and realize God is in control of this return to their homeland and they get saved by spiritual rebirth without the present of the physical Messiah that already been given to them and rejected. When Christ returns it is simple they are spiritually born again now waiting on the king to arrive and his name is Jesus(the word of God) the prophesy of the Spirit, the prince of peace. What occurs is you got all these false doctrines in culture today that has to be weeded through to really show the truth of his word. The commandments of God are written by the Spirit of God on the hearts of his people who now receive his Son.
Yet many received him at the time of Christ but so did many gentiles. Yet a time is coming all will receive Jesus for all will bow and ever knee will confess that Jesus Christ is Lord. What God has done is shown that all people must choose to follow him, not about one nation, through Israel line was to testify of God and show the peculiarity of God's people, he gave the children of the gentiles the right to be his children too. If we segregate to the point we do not allow all to receive Christ, and only believers, then we make the world an outcast and not give them the opportunity to decide what they believe about God, his Son and his Spirit. Why segregate there is room for all. God is preparing a new Jerusalem where his light is the light to all. He is going to make a new heaven and a new earth. Let us show mercy to the unbelievers of faith, and help those of faith that struggle with the mercy give to those of unbelief, or weak in faith. Being born of God's Spirit is instant, but to be changed sometimes takes more time, as we absorb what the Spirit says to our heart and teaches us by his word. Let this Christmas be about sharing the good news of Jesus and his desire to give us peace on earth through his Son.
Dear Heavenly Father, change our stony hearts, changes them to hear your word and to give us the desire to know you, your word, your Son, your peace that is available to all. In Jesus precious name, Amen.

4 Whereas Edom saith, We are impoverished, but we will return and build the desolate places; thus saith the LORD of hosts, They shall build, but I will throw down; and they shall call them, The border of wickedness, and, The people against whom the LORD hath indignation for ever.
5 And your eyes shall see, and ye shall say, The LORD will be magnified from the border of Israel.
