10 And Jacob went out from Beersheba, and went toward Haran.
11 And he lighted upon a certain place, and tarried there all night, because the sun was set; and he took of the stones of that place, and put them for his pillows, and lay down in that place to sleep.
12 And he dreamed, and behold a ladder set up on the earth, and the top of it reached to heaven: and behold the angels of God ascending and descending on it.
13 And, behold, the LORD stood above it, and said, I am the LORD God of Abraham thy father, and the God of Isaac: the land whereon thou liest, to thee will I give it, and to thy seed;
14 And thy seed shall be as the dust of the earth, and thou shalt spread abroad to the west, and to the east, and to the north, and to the south: and in thee and in thy seed shall all the families of the earth be blessed.
15 And, behold, I am with thee, and will keep thee in all places whither thou goest, and will bring thee again into this land; for I will not leave thee, until I have done that which I have spoken to thee of.
16 And Jacob awaked out of his sleep, and he said, Surely the LORD is in this place; and I knew it not.
17 And he was afraid, and said, How dreadful is this place! this is none other but the house of God, and this is the gate of heaven.
18 And Jacob rose up early in the morning, and took the stone that he had put for his pillows, and set it up for a pillar, and poured oil upon the top of it.
19 And he called the name of that place Bethel: but the name of that city was called Luz at the first.
20 And Jacob vowed a vow, saying, If God will be with me, and will keep me in this way that I go, and will give me bread to eat, and raiment to put on,
21 So that I come again to my father's house in peace; then shall the LORD be my God:
22 And this stone, which I have set for a pillar, shall be God's house: and of all that thou shalt give me I will surely give the tenth unto thee.
Let's backtrack on the story Jacob on the run for betraying his father over his brother's birthright though he had bought his brother Esau's birthright by paying with a bowl of soup, because Esau value the stew more then his heritage. Jacob is on the run. Jacob lays down and rest on the ground in Bethel in area called Luz originally. While he sleeps God speaks to him about his heritage and the fact he is God of his grandpa Abraham and his father Isaac. God was not there to cause fear in Jacob but the very presents of God in his dream caused fear.
When Jacob awoke, he took the stone he used for a pillow and sat it against another, pour oil on it and he made a vow to God if he would keep him and protect him, and return him to the land of his father, God would be his God.
God promise was he would return Jacob to his father's land before leaving him. Remember when Jacob returned God would wrestle with him and dislocate his hip. What God spoke to Jacob in the dream would come to pass. Yet the dream had caused fear in Jacob.
Though this is not really God questioning Jacob, he was making it clear that Jacob would fulfill God's will. Fulfilling God's will is important to God that if you think you could escape you can not. With Jacob return home, it would to the promiseland of his fathers. God's protection will not be remove tell his will for your life is complete. Are earthly bodies have a purpose in God's will. Jacob would fulfill God's will according to his purpose with God's protection.

28 And we know that all things work together for good to them that love God, to them who are the called according to his purpose.
29 For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren.
30 Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified.
31 What shall we then say to these things? If God be for us, who can be against us?
32 He that spared not his own Son, but delivered him up for us all, how shall he not with him also freely give us all things?
33 Who shall lay any thing to the charge of God's elect? It is God that justifieth.
34 Who is he that condemneth? It is Christ that died, yea rather, that is risen again, who is even at the right hand of God, who also maketh intercession for us.
35 Who shall separate us from the love of Christ? shall tribulation, or distress, or persecution, or famine, or nakedness, or peril, or sword?
36 As it is written, For thy sake we are killed all the day long; we are accounted as sheep for the slaughter.
37 Nay, in all these things we are more than conquerors through him that loved us.
38 For I am persuaded, that neither death, nor life, nor angels, nor principalities, nor powers, nor things present, nor things to come,
39 Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord.
